What is special about this is that I created a completely new rig for the skirt which has eight bones all children of the pelvis. I've been trying to develop the rig for a month or so, but finally figure out the secret to weight mapping it so it would work as required... still needs some tweaking, but I'm pretty happy with it.

I'm impressed by that rigging -- especially like how the skirt's flaring from the waistband rather than low on the hip like usual. Hope you're up for doing a tutorial once you're finished tweaking.
